How can you not be distracted while driving and talking--or even texting--on the cell phone at the same time? A growing number of school districts, municipalities and even states are considering banning talking on a cellphone while driving. Most exempt hands-free cell phone usage, but does that put an end to distraction? Why or why not? What about around where kids are, such as schools and daycares, or public recreation areas?
